Need this plugin for an offline system

Is there any way to build this on another system and make it installable/available to a system that has no/very restricted online access? I have a production system with no access to any public repository or really any websites. I cannot seem to find any way to make this readily available or compatible with our internal repositories. I need to know if there's any alternative method to get this on to another system and what the requirements would be for building it (same distro? same versions of podman? of other items? Same SELinux enforcements, etc.)?
