s390x: `bootc image copy-to-storage` failed on s390x

This error only exists on s390x. /usr/share/GeoIP/ should not be writable. Error output: write /usr/share/GeoIP/GeoLite2-City.mmdb: no space left on device does not make sense.

What's the installation flow here? Is this a to-existing-root install? What's df -h look like on this system?
