[WIP]add handle to windows image
handle is a windows utility that allows for inspection of processes and so forth. it is handy for debugging things on the CI.
You have to make IMG_SFX and bump up timebombs (see #371). And, it's impossible to have two simultaneous PRs in this repo, so there will be conflicts when the first one merges. How urgent is this? Can it wait for #371 to get debugged and merged?
