Missing to mention about the netconf file postfix, '.conf'/'.conflist', in spec

Currently libcni assumes

  • *.conf for single netconf file
  • *.conflist for chained netconf file

But there is no mention in CNI specification or cni/README.md, so we should write this requirement in spec or somewhere else.

The SPEC is not supposed to document libcni; it is an independent specification.

We could have more explicit documentation for libcni and/or pointers in the README.
