New setting to promote new proposals

Background

When users create new proposals, these are shown in the "Newest" filter of the Proposal section. When the proposal has the proper score, it is shown in the main "Most active" filter.

What we need

Add a setting in /admin/settings to specify a time in hours during which the new proposals would be shown in the top of the "Most active" filter independently of their score, to promote their visibility. By default it will be set to 1 hour. These new proposals will appear ordered by creation date in the top of the list.
