Create content as administrators

Background

When an admin create a comment in any debate or proposal there is an additional checkbox "Comment as admin". Checking it will change the username of the comment to Admin #X instead of his/her username, and write it as plain text instead of a link to the his/her user account.

What we need

Add the same "Comment as admin" checkbox to the forms used for creating debates, proposals or participatory budgeting projects, and produce the same result as it happens with the comments.
