Upgrade to the latest JogAmp release

Description
The developers looking after JogAmp have released an updated version of the 2.4 RC we used last year and I think it will be important to stay in lock-step with them. The version is available in https://jogamp.org/deployment/v2.4.0-rc-20210111.
Implementing this will require updating the third-party-dependencies repository with the latest jars and also updating the scripts in https://github.com/constellation-app/constellation-applications to use the new native jars.

Developers have released 2.5 since then https://jogamp.org/deployment/v2.5.0/ Worth noting that the released mentioned in the description doesn't appear to exist anymore
Plans to upgrade to 2.5 won't happen due to issues with the Linux version of Constellation. 2.4 still works though so plan will be stick with that and look at this again when the next release of jogamp comes out
