Interactively executed Plugins do not show help

Description

When a plugin is executed interactively there is not ability for users to navigate to available help documentation for using and understanding the PluginParameters displayed in the PluginParameterSwingDialog.

Steps to Reproduce

1. Build a Sphere Graph | Experimental > Build > Build Sphere Graph.

2. Note the lack of help feature.

3. Export a GeoJSON File | File > Export > to GeoJSON

4. Note the lack of help feature.

Expected behaviour: [What you expect to happen] Users should be able to have acess to a help button as is the case when executing plugins in the DataAccessView.

Actual behaviour: [What actually happens] Users have no link to the help page.

Reproduces how often: [What percentage of the time does it reproduce?] 100%
