Handled in #4720, which upgraded to CometBFT 0.37.9.

As a workaround, one can use the CI-built containers to get a fully working `pclientd`, or else build from source. Deprioritizing this issue in light ongoing LQT testing.

It does include mention of auto-https in the setup guide (https://guide.penumbra.zone/tutorials/running-node.html):  We can't _automatically_ set that value: at some point, the operator needs to type it in.

Closely related to #1345. We're optimistic this'll ship with Testnet 51.
