[router] Admin endpoint for inProgressCollateralization

Describe the bug Occasionally the router can hang on waitForTransaction even when the wait function has errored. This requires a restart of the router to clear the inProgressCollateralization flag for the user. Instead, clearing that flag should be available via an admin endpoint.
