[ops] Investigate github's container registry

Our ops/{push,pull}-images files have caused bugs & it's annoying/fragile to keep the list of containers they contain up to date manually.

Maybe GitHub's container registry provides a cleaner service that we can use to strip out a lot of our custom push/pull logic?
