[ST] Some tx bridging from METIS to BASE was delayed

Describe the bug Ticket 504 on Intercom experienced a delayed when bridging ETH from Metis to base. Upon further inspection, I saw that the there're some transfers from Metis to Base stuck for up to 13 hours
