[ICE: 5] Destination gas fee investigation

Describe the bug A user tried to bridge 0.025 ETH from Base to Ethereum. They said they were quoted to receive basically the same amount (only 1 dollar less). When they made the transaction, they only received ~0.005 ETH with ~0.02 being taken as destination relayer fees. The user said they never saw any warning or an estimate that reflected they'd receive much less than they sent.
