As a Datadog user, I should be able to rehydrate logs from s3

Problem We need to archive most logs and be able to rehydrate them later.

Ideas to solve this Set up s3 storage to archive logs and test out the rehydration flow.

Acceptance Criteria [ ] All logs are archived in s3 [ ] Clean-up archives past 12 months (TBD) [ ] Rehydration from DataDog UI works as expected
