Why do kafka images still use jdk8 when 11 has significant performance improvements for containers?

Are there plans to move to jdk 11 for kafka containers?

See #655, I also don't get why this image isn't moving to 11. Do note that it currently runs on Zulu 8 which is a supported JVM version.
