New message header background color and CC/BCC drop downs

Describe the bug The header background color is white, the FROM drop down menu is white until mouse-over event, and as previously reported, the CC&BCC drop down background color are white.

To Reproduce (if applicable) Steps to reproduce the behavior:

Write or answer an email
Notice header background
Notice FROM field behavior
Expand the CC/BCC field

Expected behavior Darker header background color like to top nav bar and drop down color for CC/BCC like the "To" field
