[BUG] Implement CFEP-25 `python_min`

Describe the bug

The linter is complaining about CFEP-25 as per https://github.com/conda-forge/pytest-split-feedstock/pull/22#issuecomment-2460973301

Expected behavior Grayskull should produce recipes that make the linter happy

That CFEP is brand new and still in flux. See https://github.com/conda-forge/conda-forge.github.io/pull/2360

With that said. As soon as the dust settles, we should adjust grayskull to it!
