Fix auto report for test failures template

Description

Apparently the auto test failure reports never worked, e.g., https://github.com/conda/conda/actions/runs/11371872616/job/31638454695#step:4:13

This quotes the labels to avoid yaml parsing issues with the : character.

Removes CLS comment.
