Unable to Install Local Package
What Happened?
Linked with #5161
When attempting to install a local conda package with conda install --use-local package-name I get an error that the specified package can't be found in any channel. I removed some files associated with my pyproject.toml build process such as MANIFEST.in and was able to successfully install the conda package afterwards. Including the removed files, uninstalling and installing the package again worked from then on, until just recently.
Example Output (Can't reproduce, new error occurring now, see below)

I saw that running conda build purge-all could fix some conda build issues so I ran it, rebuilt the package and attempted to install the package again and now get the following error. This is occurring after the previous error seemed to resolve itself.

As of conda 4.3, a valid channel must contain a `noarch/repodata.json` and
associated `noarch/repodata.json.bz2` file, even if `noarch/repodata.json` is
empty. Use `conda index /Users/mnavarro/anaconda3/conda-bld`, or create `noarch/repodata.json`
and associated `noarch/repodata.json.bz2`.
What Should Have Happened?
The local package should have been installed along with any dependencies and its entry point script. The package installs if a use the full tar ball filename, but it does not install dependencies this way.

Additional Context
My workflow to build and test the package locally is generally as follows:
- Create new conda env
- Build package
- CD into output directory
- Attempt to install package
- On failure, remove env, apply possible fix, restart steps.
run conda index /Users/mnavarro/anaconda3/conda-bld to resolve this new error
run
conda index /Users/mnavarro/anaconda3/conda-bldto resolve this new error
That worked! Back to the original issue and I have an actual example of the output now:
