Distance Rate Shipping Method

Has anyone either developed or is working on a Shipping method add-on for delivery of products based on the distance between the store and the customers location?

I am not sure but maybe an add-on like this could also be useful for those who require different shipping rates based on states, regions or similar options #529 if they can base the rate calculation on say cost per mile/kilometer.
