pull in the utopia-api proper type definition to the sidecar file

Problem: we are losing a cumulative hour a day by pulling the repo and fixing the sidecar file issues one by one

We just need to publish a new version of utopia-api to npm

• [ ] the last one is uninstallable because it transitively depends on react-17.0.0-rc-1 which was unpublished - upgrade
• [ ] publish
• [ ] update the sidecar file to contain JSDoc-style type references and publish
