hh: configure ingress so we can serve multiple deployments through single address

As a way of dogfooding https://github.com/concourse/concourse/issues/2408, we could have web's default 8080, metrics and all other stuff on it and for those few deployments that might require external workers, configure TCP for 2222 separately.
