Wishlist: Filter on Commit Message String/RegEx

I have a use case for filtering based on commit messages instead of tags. I'm wondering if anyone else wants to see this too, or if you think it's a useful feature or not.

I think it could also be a good opportunity to generalize the "[ci skip]" feature - e.g. that could be the default filter but it could be modified either as a whitelist or blacklist.
