Can we use the snapshotter to replace the `baggageclaim` volume drivers?

containerd includes a snapshotting service which encompasses almost all the same goals of Baggageclaim. Can we use it instead?

We might still need some sort of remote API so that volumes can be remotely managed and streamed to/from. Maybe one way of doing that could be a baggageclaim driver that points to containerd?

This is still a cool idea. For now baggageclaim works well. Would be a nice thing to offload to continerd in the future.
