When can a survey be removed, and should it be a soft removal / archiving instead?

Currently, surveys that have language versions cannot be removed, and forms (language versions) that have responses cannot be removed.

This is a temporary safeguard. There are several considerations to removing a survey:

• There may be responses that are irrecovably lost if the survey is removed
• The content of the form may represent a significant amount of work

Once proper CBAC permissions are implemented, we can restrict removing surveys to select users.

We should consider providing a way to archive surveys instead of removing them.
