Depends on #324.

Currently, surveys support CBAC on a rudimentary level. One can give {"app": "forms", "event": "foo2024"} or {"app":"forms", "organization": "foo-ry"} privileges in CBAC. However, granting privileges to single surveys is not currently possible.

At first, let the survey owner add other people one by one to a single query. Select people from an autocompleting multi-select dropdown.

Before the great GDPR/ePrivacy showdown, how do we determine which people can be shown in autocompletion? v1 organizer group members?

Perhaps send an email notification to people who have been added.

Future improvement: Add privileges for multiple people via DBAC.
