Build dependency editor for codebase release ingest Platform and Language

Create a dependency editor on the frontend that allows users to add platform (with version) and language information into a single interface. This builds up a json representation of the dependency information which is saved on the back end.

Platform and Language will still have autocomplete fields but autocomplete values will be computed from submitted dependency information.
