consider add captcha for downloads

John Murphy suggested adding a captcha for anonymous users to download files.

Needs clarification / discussion with board, pros are better download statistics, cons are reduced accessibility

recaptcha added in fd8291c but need to figure out how to integrate with anonymous downloads. @cpritcha
