Upgrade ruby from 2.7.7 to 3.x latest

Check `.ruby-version` for what ruby we are using. Look at https://www.ruby-lang.org/en/downloads/releases/ and upgrade *one* version per PR until we are at the latest mainstream supported version (currently 3.2.1).

Check Gemfile and Gemfile.lock for our current rails version. Choose the latest version of https://rubygems.org/gems/rails/versions and update.

This was confusing for my work PR around updating `attr_encrypted` which forced an upgrade of `devise-two-factor` so I want to make a PR about it - feel free to close...
