dragging on x axis

Hi, dragging on Y axis works fine, but when I change mode to vertical and scaleID to X axis, dragging is not functional.

No constraint option changes are yet in place which should be next so that limits and axis constraints are possible.

Hey @compwright, have you tested this against vertical lines across the x-axis? I seem to be able to get it working on `scaleID: 'y-axis-0',` but not `scaleID: 'x-axis-0',` ![kapture 2017-01-18...
