Add Fuse annotations on all State types

With the new fold changes (Partial/Done constructors) more combinators require the Fuse annotation to fuse. We have added the annotation on cases for which we have benchmarks, but in general, we do not have benchmarks for all combinators and we cannot add Fuse annotation instantly if a user faces a fusion issue. So as a rule we should add the Fuse annotation on all state types. Wherever possible we can also test it by adding benchmarks.
