Release streamly-0.10.2 to incorporate stack macOS build fix

What needs to be done:

• branch out a 0.10.2 branch from the streamly-0.10.1 git tag
• Pick the dependency bound update commits corresponding to the revisions that have been made on hackage on top of 0.10.1
• Pick the commit for stack build fix
• Send a PR with all these changes
• Once approved, create a dist package for streamly-0.10.2
• Upload a release candidate on hackage
• After the candidate is reviewed, publish it
