Motivation

Need the latest LTS version of msvc. I do not request 17.11 here, but it can be added as well.

I think something like https://github.com/compiler-explorer/compiler-explorer/commit/f8f290b5436a21007ca6b650aa7369833d55cb50 needs be done again.
