Readme/installation improvement

We need to add installation (especially CMake) instructions on:

  • how to use non-default compiler options -FFLAGS should be used throughout instead of FC_FLAGS which is not recognized by CMake
  • how to build individual libs or appl
  • non-default Lapack/Blas libraries (suggested by @cffischer)
  • more?

And also some level of instructions on how to work with CMake, i.e. how to add new files/apps.

Maybe some advice on Lapack libraries. I have not followed this but it was something that changed in going to the 2018 version in that it was no longer included in the package.

I am not the expert here.
