[directory] Add user management commands for administrators

both the client and server need a way to deal with users leaving or changing identity, Currently, individual users must delete a home dir etc and that is too error-prone.

At the very least add user delete command. This will have all kinds of hilarious side effects on groupchats etc and should be tried to be handled on best effort to notify clients that a user has been deleted.
