use tmpdir/tmp_outdir prefix settings on --no-container execution

This fix is originally suggested by @alexbarrera on #167, correctly enables two options --tmpdir-prefix and --tmp-outdir-prefix on execution with the --no-container flag is used, which did not resolved by #244.
