Calendar Rooms

Adds a new room type for a calendar. events are stored in room state. The calendar has been implemented using Matrix widgets api, and so can be accessed from any client which supports it, such as Element Web. When creating a calendar room, the initial state pre-configures the widgets, so it should be seamless for users of such clients.
