Tooltip flicker onLeave

Describe the bug When using Tooltip component there is a flicker behaviour when mouse leaves hovering a child.

UI Kit Version Number 19.9.0 & tested on latest 19.11.0

Browser + OS Mac Sanoma Chrome v128, Firefox v130, Safari v17.4

Priority Low

To Reproduce Steps to reproduce the behavior:

1. Hover over button
2. Mouse away from button
3. Observer tooltip flickers (opens & closes multiple times)

Expected behavior onLeave has no flicker behaviour
