Create a custom GitHub action for Commander

It would be nice to have a GitHub Action for Commander. If it's something that goes well and feels nice, we could list it on the marketplace.

We could even use Commanders integration test as an example use (not saying we should migrate). I like Travis as it's a much more mature solution.
