Since this warning is currently on top of google (if you search for parts of the original post), here are some details about the file:
I downloaded and encrypted the file with the given password on spare PC.
It contains a x86_64-w64-ranlib.exe and a msvcp140.dll
That's not a hacker, that's a moron (along with anybody who blindly downloads a suspiciously password protected zip file from mediafire and runs anything in it).
