Error diagnostics get stuck in build files (.mill) in vscode/metals

Here's a video capture showing the problem on a brand new project (using mill 0.12.8).

mill-bsp is used as the build server backing metals in this scenario

Going to call this stale since the BSP subsystem has been overhauled for 1.0.0. No doubt there are new bugs, but if anyone hits them please open new tickets with new repros
