How does this compare to frames-only-mode

From a quick lock they look do each other similar but not all the same features. E.g. frames-only-mode-kill-frame-when-buffer-killed-buffer-list or frames-only-mode-configuration-variables. To add workaround for modes to behave correctly with pop-frames.
