[Enhancement] Fake Randomize

Fake Randomize, kind of like how Spotify's shuffle works. I'd like an option where I won't get the same skin randomized again until I've used all of the other skins (for a weapon).

Eg: If I have 3 skins for a Vandal, Skin A, Skin B, Skin C If I randomize and get Skin A, I won't get Skin A until I've gotten Skin B and C.

This would require some tracking on which skin was used in the past, (and it would need to be tied to a user?)

I think clear/deleting the cache of used skins when ever a user modify's their randomizable skins is a good.

Adding an additional command to clear the cache would also be amazing.
