Retargetted to VS 2019 client dlls, and updated vsix manifest

I've taken client DLLs from my installation of VS2019 and updated manifest. This was enough to have the extension work.

Hi @NikolaR - I've tried this before. The problem is that the tests all break because the Fakes won't generate on the VS2019 libs. I can't accept PRs where the tests won't work/run/pass.
