Update/reboot Holger Ferstl's 'Genetic Art with SharpNEAT' application

Holger Ferstl created this app back in 2006, which would have been targetting a 1.x era version of SharpNEAT.

It would be good to update/refresh/reboot this app, once the SharpNEAT v4 refactor/reboot is released.
