Encryption of a compressed file with combination of PDF and XLS documents fails

Encrypting a .zip that has a specific combination of PDF and XLS files in it fails and will not show a download-link as a result. I have included .zip files with the files for you to see. This is an extremely weird bug and very hard to replicate. Included are the files (stripped from sensitive details of course) that will pass and fail.
