feat: add x402-cli tool

Adds a CLI tool for testing x402 payment endpoints.

What it does

  • x402 info <url> - Get payment requirements without paying
  • x402 discover - Find available x402 endpoints
  • x402 test <url> - Test endpoints with payment flow
  • x402 verify <txHash> - Verify transactions

Why

Developers need a quick way to test x402 endpoints without writing code. This CLI makes it easy to check payment requirements, discover APIs, and debug payment flows.

Testing

Tested against local x402 server from examples/typescript/servers/express.
