Add AltLayer to ecosystem partners

This PR adds AltLayer to the x402 ecosystem partners page under the "Infrastructure & Tooling" category.

Partner Details:

Changes Made:

• Created partner directory at typescript/site/app/ecosystem/partners-data/altlayer/
• Added metadata.json with proper field ordering as per contribution guidelines
• Added AltLayer logo to typescript/site/public/logos/AltLayer_logo.png

This follows the ecosystem partner addition guidelines outlined in typescript/site/README.md.

Tests

This is a static content addition (metadata + logo). No code changes requiring unit tests.

Verification performed:

• ✅ Verified metadata.json follows the correct field order: name, description, logoUrl, websiteUrl, category
• ✅ Confirmed category "Infrastructure & Tooling" matches one of the accepted categories
• ✅ Verified logo file exists and is properly formatted (PNG, 8334x1667)
• ✅ Checked metadata.json is valid JSON
