Update formatting for accessibility, easier Markdown editing

These changes are purely formatting related, and are meant to make the document easier to read and edit as Markdown. Some changes are as follows:

• Displays terms in bold
• Adds missing punctuation in a few places
• 80 character wrap and double spaced (for Markdown editing convenience)
• Enumerate all suggestions for ease of reference
• Framework goals as headings

When looking at the visual diff generated by GitHub, it will show most lines struck out and replaced with the same text due to the text wrap. I can resubmit without this if needed, but the document is short enough that it should only take a minute or two to review.
