OsiSolverInterface::readGMPL() does not support keeping names

When reading a GMPL model it is convenient to keep the row and column names. The only patch require here is to set the appropriate flag: int numberErrors = m.readGMPL(filename,dataname,true);

Unfortunately there are some bugs in CoinMpsIO::readGMPL() that have to be fixed first.
